Description

This PR adds Load balancer MCP server/tools, and unit tests. Also includes a stab at end to end tests, however, just the existence of the Load balancer MCP causes other end to end tests to fail... So the LB end to end tests are commented out here.

How Has This Been Tested?

make test
Verify the LB unit tests pass.
